Executive Communication Training for the State-Owned Enterprises (BUMN) Sector

Executive communication at SOEs faces layered governance: AGM (RUPS), board of commissioners, the Ministry of SOEs, the State Audit Board (BPK), and the House of Representatives (DPR). Every slide may become an accountability document and undergo performance audit. Directors and SEVPs need a legally defensible argument trail alongside an unambiguous public narrative. Standards: the Minto Pyramid for structure, Hewlett's Executive Presence principles for delivery, and POJK disclosure discipline for listed entities.

State-Owned Enterprises (BUMN) Sector Focus

Why Executive Communication & Presentation is different in State-Owned Enterprises (BUMN)

Sector KPIs
  • AGM material approval on the commissioners' first review
Most materials are not returned for material revision
  • Message consistency across channels (internal, ministry, media)
No contradictions identified in communication review
  • Commissioner Q&A quality (internal rubric)
    Measurable uplift in director self-assessment
Relevant regulations & standards
  • Law 19/2003 on SOEs — Director accountability to the ministry and shareholders
  • Permen BUMN PER-2/MBU/03/2023 — Guidelines on SOE governance and significant corporate actions
  • POJK 31/POJK.04/2015 — Disclosure obligations for listed SOEs (capital-market issuers)
  • Law 15/2006 on BPK — State-finance audit: communication as audit trail
Target roles in State-Owned Enterprises (BUMN)
  • President Director / Corporate Director
  • Senior Executive Vice President (SEVP)
  • Corporate Secretary
  • Company Secretary & Investor Relations
  • Vice President Strategy / Transformation
  • Head of Internal Audit (SPI)
Outcomes commonly requested in State-Owned Enterprises (BUMN)
  • AGM materials that address the agenda with audit-grade data trails
  • Memos to the SOE ministry presenting structured recommendations and decision options as the basis for policy
  • Commissioner briefings defensible six months later
  • Public communication on sensitive issues (efficiency, restructuring) that does not trigger a trust crisis
  • Cross-directorate coordination meetings that close with written decisions
State-Owned Enterprises (BUMN)-specific questions
What distinguishes an SOE AGM briefing from an internal management meeting?
The AGM is a legal document that becomes part of the shareholders' minutes and may form the basis of a derivative claim. Every number must be audited, every projection must carry explicit assumptions, and every recommendation must trace back to a committee record. Unlike internal meetings, where exploration is acceptable, AGM materials are final. Once delivered, they become the public anchor.
How do you build authentic executive presence in SOE culture?
Avoid the aggressive register of private corporates; build gravitas through strategic silence, command of the numbers, and the ability to cite the relevant regulation accurately. Train policy storytelling too: linking corporate decisions to the development-agent mandate. Use the Hewlett framework with cultural adaptation: gravitas matters more here than expressive communication.
What if briefing materials trigger disclosure obligations?
For listed SOEs, any forward-looking statement or material number shared in a semi-public forum can trigger POJK 31. Safe practice: collaborate with the corporate secretary before finalizing the deck, stay consistent with the latest disclosure, and add safe-harbor language to projection slides. For non-listed SOEs, the accountability trail to the ministry and BPK still demands the same discipline.

Quick Answer

Executive communication & presentation training is an in-house program that trains managers and leaders to structure arguments with the Minto Pyramid Principle & SCQA, tell stories with data the Cole Nussbaumer Knaflic way, and command executive presence (Hewlett's framework) in board meetings, committees, and AGMs. Practice is recorded-iterated; impact is measured with Kirkpatrick.

Built on recognized frameworks with academic depth

Message structure uses the Minto Pyramid Principle & SCQA (McKinsey), data storytelling follows Cole Nussbaumer Knaflic's framework, executive presence maps to Sylvia Ann Hewlett's three dimensions (Executive Presence 2.0), and persuasion uses Cialdini's 7 principles, all trained through real practice with structured iteration.

The most common mistake: training 'confidence' without structure & measurement

Many presentation trainings stop at body language and slide tips. Without a thinking framework (Pyramid), honest data narrative, pressured Q&A practice, and behavior evaluation (Kirkpatrick Level 3), improvements do not stick in real forums. This program unites structure, data, presence, and measurement.

The method is recorded iteration with rubric-based feedback

Each participant presents repeatedly, is recorded, reviews the footage, and is scored against a rubric. That is why batches stay small (8-16). Behavior change happens through repetition with specific feedback, aligned with the 70-20-10 pattern.

Executive Communication & Presentation

Executive communication and presentation training is an in-house program that equips managers and professionals to structure arguments top-down (Minto Pyramid Principle & SCQA), turn numbers into decision narratives (Cole Nussbaumer Knaflic's Storytelling with Data framework), and command executive presence (gravitas, communication, and credibility, per Sylvia Ann Hewlett's research) in high-stakes forums such as board meetings, credit committees, AGMs, and briefings to regulators or ministries.

1Focus on high-stakes forums (board, committees, AGMs, regulators) with substance-driven content specific to corporate decision contexts
2Message structure via Minto Pyramid Principle & SCQA: answer first, then arguments, for time-constrained executives
3Data storytelling follows Cole Nussbaumer Knaflic's framework: choose the right chart, cut clutter, direct attention, deliver a decision narrative
4Executive presence mapped to Hewlett's three dimensions (Executive Presence 2.0): gravitas, communication, credibility, including the 2022 shift toward listening & authenticity
5Every participant's presentation is recorded and iterated repeatedly with rubric-based individual feedback
6Virtual & hybrid presentation module: camera, framing, and remote-participant equity (mitigating the 'second-class remote' problem)
7Impact measured with the New World Kirkpatrick model (designed backward from Level 4) and can be raised to Phillips ROI Level 5
8References we work from: the Pyramid Principle for message structure and the Storytelling with Data approach for presenting numbers.

Measurable Outcomes

Expected Outcomes

Indicators mapped to Kirkpatrick/Phillips evaluation levels: qualitative targets, baseline set together during the training needs analysis (TNA).

The message goes straight to the point
Participants pass the 'core message in 60 seconds' rubric with correct Pyramid/SCQA structure. Judged from the one-page summary each participant writes (Kirkpatrick L2).
Proposals get approved more often
Higher approval rate for internal proposals/pitches versus the team baseline. Read from what happens to the proposals participants carry into the room (Kirkpatrick L4).
Stronger presence in the room
Increased self & observer scores on gravitas and communication (Hewlett-dimension rubric). Gauged through recorded deliveries reviewed together (Kirkpatrick L3).
Numbers land as a story people follow
Data slides revised per Knaflic principles: right chart, minimal clutter, one decision narrative. Judged by how a participant explains a chart without reading notes (Kirkpatrick L2).
Meetings get shorter and clearer
Shorter presentations & meetings; tighter executive decks with faster decisions. Read from meeting length and how many revision rounds a deck needs (Kirkpatrick L4).
Monetary value of faster decisions (optional)
Net-benefit calculation isolating the training effect, when finance requests figures. Rupiah terms are drawn up through Phillips L5 for the board.

FAQ

Frequently Asked Questions

We use the Minto Pyramid Principle (Barbara Minto, McKinsey): the answer/recommendation sits at the top, then arguments are grouped MECE and supported by evidence. Openings use SCQA (Situation–Complication–Question–Answer) so executive audiences immediately grasp what is at stake. Each level is validated with 'so what?' and 'why?' tests so arguments neither leak nor overlap.

The module follows Cole Nussbaumer Knaflic's framework ('Storytelling with Data'): start from context (audience and the decision asked), choose the right visual, cut clutter, direct attention with preattentive attributes, then build a data narrative that ends in a decision. We also train visual honesty (correct scale, clear sourcing) and auditing AI-tool suggestions without losing narrative purpose, per the framework's latest update.

We use Sylvia Ann Hewlett's framework (Executive Presence 2.0): three dimensions, gravitas (composure, decisiveness, integrity, inclusiveness), communication, and credibility. Hewlett's 2012→2022 research shows a shift from forcefulness toward listening and authenticity; our exercises reflect this and are trained through recorded practice with behavior-specific observation rubrics.

Yes. Participants practice with their real presentations, board decks, or pitches (board meetings, credit committees, AGMs, regulator briefings, or budget pitches), so improvements apply directly to the high-stakes forums they will actually face.

Yes. Each presentation round is recorded, reviewed, and scored against a rubric for specific individual feedback from facilitators and peers. Recordings belong to the participant/company, are stored or deleted per your internal policy, and are not used outside the training without consent (this clause can be added to the NDA/contract).

There is a 'hot seat' session: a panel role-plays the committee/board and asks adversarial questions. Participants practice framing answers with pyramid structure, managing objections using ethical persuasion principles (Cialdini: authority, social proof, consistency), and staying composed under pressure. This closes the biggest gap in generic presentation training that stops at one-way delivery.

Yes. It covers camera setup, eye-line, framing, energy and pacing for screen audiences (mitigating meeting fatigue), and hybrid equity so remote participants are not treated as second-class: managing chat, raised-hand, and cross-channel Q&A. This matters for boards and committees that now often mix in-person and remote attendance.

We use the New World Kirkpatrick model: design starts backward from Level 4 (the desired business result) to Level 3 (behavior: observing real presentations via rubric), Level 2 (learning: assessing structure & data storytelling), and Level 1 (reaction). Baseline is set during the TNA. If finance requests rupiah figures, impact can be raised to Phillips ROI Level 5 by isolating the training effect. We do not promise percentages we cannot evidence.

8-16 participants per batch. Because the method is recorded presentation iteration, a small batch ensures everyone gets several practice rounds and personal feedback. For large populations, the program runs in rolling batches, usually starting with a champion/leader group per the 70-20-10 pattern before scaling.

Yes. The Specific Pitch/Board-Deck Coaching format is focused support for one real forum: storyline restructuring (Pyramid/SCQA), data-slide improvement, committee/board Q&A simulation, and executive-presence rehearsal ahead of the day. Ideal when stakes are high and time is short.

Participant seniority weighs heaviest, since coaching middle managers and coaching the board call for facilitators with different mileage. Participant count follows, because we hold this room small so everyone gets a turn on their feet and a proper review of their recording. Then the number of days, the video recording needs with a suitable space for it, running the room on site or through a screen, and the city hosting the session. Coaching for one particular forum is quoted separately. We release the figure following the training needs analysis.

Twenty-odd managers are better broken into two waves, since this class lives on individual turns and one-by-one review of recordings; between 8 and 16 people everyone still gets a decent share of time. Each wave spends two days. When their diaries are full, those two days may sit in consecutive weeks, and the gap in between actually helps, because the material gets used in a genuine forum before the second session.

You may, and we keep that route open. A sharp review only lands when participants feel safe with whoever coaches them, so the moment it feels wrong, send word to the programme coordinator and we put another validated executive communication coach in the room. Practice recordings, feedback notes, and each participant material rest in our operations system, then the incoming coach never has to ask anyone to begin again.
